The Huffington Post reports (link), During a CNBC interview on Monday, President Obama called Kanye West a "jackass" regarding his behavior at the MTV Video Music Awards."
"Obama's colorful remark was actually made in an off-the-record portion of the interview that was tweeted -- and then deleted -- by ABC News reporter Terry Moran."
An ABC spokesperson explained, (link) "In the process of reporting on remarks by President Obama that were made during a CNBC interview, ABC News employees prematurely tweeted a portion of those remarks that turned out to be from an off-the-record portion of the interview. This was done before our editorial process had been completed. That was wrong. We apologize to the White House and CNBC and are taking steps to ensure that it will not happen again."

Sounds like determining what was off the record was done afterwards in the editing process. This is where live news reporting butts up against something that is edited for content and approved before being seen by the public.
It wasn't off the record when he tweeted it.
I kinda see a huge difference between insulting the police and insulting a hip hop star. Also, odds are he was asked about it, possibly as a "Hey, President Obama, you're down with the youth, what about that Kanye West thing?" sort of deal. Plus, Kanye was such a HUGE Obama supporter it was kind of bound to come up at some point.
